Procedure 1. Obtain a property certificate at the Land Registry "Conservation Foncière"
Time to complete: 3 days
Cost to complete: 15.000 FCFA
Comment: The certificate summarizes the property's characteristics. It confirms the identity of the owner, indicates its extent and boundaries, states whether it is encumbered with a mortgage or other liens, and shows whether any tax relating to the property is still unpaid or outstanding.
Procedure 2. Register the Sale Contract with the Fiscal Authorities
Time to complete: 1 day
Cost to complete: 10% of purchase price + FCFA 12,000 (Stamp Duties) 
Comment: The buyer files three copies of the sale contract with the fiscal authorities within 8 days of signing the agreement. The law does not require that the contract be notarized and none of the government administrations requires the notarization of the sale contract. The formality costs 10% of the value of the property according to the 2006 Loi de Finances, plus stamp duties (FCFA 1,000 per stamp). The sale contracts standard length varies between 3 to 4 pages.
Procedure 3. File for name change at the Land Registry "Conservation Foncière"
Time to complete: 65 days 
Cost to complete: 1% of purchase price (to the state) + 0.4% purchase price (to the Registrar ‘Conservateur')
Comment: Within three months of the sale, the buyer must file a copy of the contract with the Land registry "Conservation Foncière". The employees of the Land Registry take all due diligence steps to avoid any mistake regarding the property file. When satisfied, the owner name is changed on the property files and the new owner is issued a new title. The law provides a maximum of 65 days to complete this procedure. Due to the very low level of sale transactions, the Land Registry always respects this deadline.
